With reference to your letter of the 22nd.December, 1914, addressed to the Attorney-General andto the Attorney- -General's previous letter of the 21st. December in which you were notified that shipments of rubber would, if consigned direct to the United States without transhipment at Hongkong, be allowed to proceed without restriction until further notice, I am directed to inform you that the Goverment is unable to give a similar assurance in respect of rubber consignments transhipped here even if on a through bill of lading.

2. I am, however, to say that transhipment facilities will be readily granted for consignments of rubber to the United States in respect of the disposal of which satisfactory gurantees can be given.
